But Mulvaney said the proposed budget includes $1.5 billion for the border wall this year.

6 percent increase in Veteran affairs which is about $4.4 billion.

Trump's budget kills funding for a host of independent agencies, including the National Endowment for the Arts, the National Endowment for the Humanities, and the Corporation for Public Broadcasting, In central Pennsylvania, that would wipe out about a tenth, or $1 million, from the budget of WITF-FM, an undeniable local treasure.

WASHINGTON: President Donald Trump asked the US Congress on Thursday to approve a 2018 budget that would bolster military programs and begin building a wall on the southern border with Mexico while drastically cutting many federal agencies.

5 percent proposed reduction for Small Business Administration and that is about 0.1 billion.

Trump also plans to save money by eliminating the U.S. Global Climate Change Initiative, which among other things seeks to foster low-carbon economic growth, and by ceasing payments to United Nations climate change programs via the Green Climate fund. Without accurate maps of floodplains and the engineering projects funded by these grants, the costs from flood losses and natural disasters could be even higher for homeowners, businesses and taxpayers, said Don Griffin, a vice president at the Property Casualty Insurers Association of America.

The deep cuts are unsurprising.

Trump's America First: A Budget Blueprint To Make America Great Again "looks more like a Ronald Reagan budget than a [George W.] Bush budget", Chris Edwards, the director of tax policy studies at the Libertarian think tank Cato Institute told The Daily Caller News Foundation.

Climate change can be a driver of instability and the Department of Defense must pay attention to potential adverse impacts generated by this phenomenon.... However, since Congress failed to finish its plan for 2017, spending has been frozen at 2016 levels.

Heating assistance and Meals on Wheels for seniors are at risk. Under the Trump budget, pollution cleanup efforts and energy efficiency measures would be shoved to the side. Other big losers: the Agriculture and Labor departments, whose budget would both be cut by 21 percent, and the Department of Health and Services, whose funding would be slashed by 18 percent. While critics are alarmed, the blueprint has a saving grace, according to Mulvaney: "The president ran saying he would spend less money overseas and more money back home".

The safety and security of America is vital.

"This is serious stuff. So just because it's not here doesn't mean we're dodging the issue". This is a premier research organization, and it doesn't take much for the best and the brightest to start looking for other places for work. Now it is time for Congress to scrutinize this proposal and make decisions about what the scope of government should be.

"If you cut an agency too much, all you've really done is hand the agency's priorities over to the courts and litigants", Adler says. Mr Trump particularly wants to swell the Army's ranks and the budget "begins to rebuild the U.S. armed forces by addressing pressing shortfalls, such as insufficient stocks of critical munitions, personnel gaps, deferred maintenance and modernization, cyber vulnerabilities, and degraded facilities".
